In 2025, more than 405,000 international students were enrolled across German higher education institutions, underscoring the country’s sustained global appeal.

This strength is anchored in a highly structured and diversified academic system. Germany hosts 422 higher education institutions, including 109 research universities and 209 universities of applied sciences (Fachhochschulen). This dual model enables students to pursue either theoretically rigorous, research-intensive pathways or applied, industry-integrated programs, closely aligned with Germany’s industrial and technological base.

Germany is a global leader in research and innovation. In 2024, the German Patent and Trademark Office recorded 59,260 patent applications, reflecting exceptional technological output. This performance builds on a deep scientific legacy: with 115 Nobel Prizes awarded to German researchers through 2023, Germany remains a cornerstone of global scientific advancement.

A defining advantage of the German system lies in its public funding model for higher education. Most public universities charge no tuition fees for undergraduate studies and for the majority of master’s programs. Only select regions primarily Baden-Württemberg, and to a lesser extent Bavaria, levy tuition fees for non-EU students, typically around €1,500 per semester. A mandatory semester contribution, covering student services and often public transportation, generally ranges from €70 to €430 per semester.

Living costs remain moderate by international graduate-study standards. Students should budget €900 to €1,200 per month for housing, food, and transportation. For visa purposes, applicants must demonstrate €992 per month (€11,904 annually), typically deposited in a blocked account, ensuring financial stability throughout their studies.
